As the central connection between Lady Bird Lake and the Texas State Capitol, Congress Avenue holds the promise of being more than a thoroughfare; it can become a vibrant, human-scaled destination that invites people to gather, linger, and engage.
This unrealized vision positions public open space as the catalyst for urban and economic revitalization, transforming underutilized right-of-way into a sequence of green promenades, cultural plazas, and active landscapes that support retail, programming, and daily life.
